Hefty discounts on new 2005 models from General Motors Corp., Ford Motor Co. and DaimlerChrysler AG have created a buyers market for not only new cars but also used. Prices on used cars have dropped because of the glut of vehicles resulting from owners trading in their cars to buy new ones. Across the nation, used-car prices have fallen at least 5 percent from May to July, according to the National Automobile Dealers Association. Its a clear case of supply and demand, said Tony Cuomo, president of Tri County Auto Group, which owns five used- and new- car dealerships in southern Colorado. The Colorado Springs used-car lot at 903 S. 8th St. specializes in customized, hard-to-find vehicles. “The larger the supply, the (lower) the prices,” he said.

There was chaos in the betting ring at Southwell yesterday after it was discovered that a wrong horse had run in the fifth race. Loch Style, due to run in a seven-furlong race at 3.15, contested a mile-and-a-half contest at 2.15, running in the name of stablemate Taniyar. One punter, Philip Marshall from Sutton-in-Ashfield, had more than a few quid on. He placed pounds 700 on the horse he thought was Taniyar. “This is an absolute disgrace. Hed have been 33-1 if wed known it was Loch Style,” Marshall said. Most bookmakers are treating “Taniyar” as a non-runner. The Southwell stewards have referred the matter to the Jockey Club.

Pharmacogenetics, the study of influence of genetic factors on drug action and metabolism, is used for predicting adverse reactions of drugs. Several enzymes are involved in drug metabolism of which the most important ones are those belonging to the family of cytochrome P450. The knowledge of the effects of polymorphisms of genes for the enzymes is applied in drug discovery and development as well as in clinical use of drugs. Cost-effective methods for genotyping are being developed and it would be desirable to include this information in the patients record for the guidance of the physician to individualize the treatment. Pharmacogenomics, a term that overlaps with pharmacogenetics but is distinct, deals with the application of genomics to drug discovery and development. It involves the mechanism of action of drugs on cells as revealed by gene expression patterns. Pharmacoproteomics is an important contribution to personalized medicine as it is a more functional representation of patient-to-patient variation than that provided by genotyping.A pharmacometabonomic approach to personalizing drug treatment is also described. Biological therapies such as those which use patients own cells are considered to be personalized medicines. Vaccines are prepared from individual patients tumor cells. Individualized therapeutic strategies using monoclonal bodies can be directed at specific genetic and immunologic targets. Ex vivo gene therapy involves the genetic modification of the patients cells in vitro, prior to reimplantation of these cells in the patients body.
Persons in Process: Four Stories of Writing and Personal Development in College, by Anne J. Herrington and Marcia Curtis. Urbana, IL: NCTE, 2000. The development of the self across academic genres has been addressed in several studies and by several different researchers (see Carol Berkenkotter et al, Paul Kameen, Min-Zahn Lu, Lucille McCarthy and Stephen Fishman, Elspeth Probyn). What this particular study adds to the ongoing discussion/debate of the concept of self is the detail and evidence behind the claim that college is a “time when persons are in process, recomposing themselves toward their futures” (354). In other words, it shows how the idea of self can relate to the “slippery” concept of academic writing through careful exploration of its research subjects. Persons in Process is thus a detailed, longitudinal study that follows its subjects-Nam, Lawrence, Rachel, and Francois-as they struggle to use writing “for the ongoing development of their personal identities, including their sense of themselves in relation to others” (1). Through their subjects, Herrington and Curtis summarize, “we see students striving to bridge the gap between private and public interests, between the personal and the academic, a gap sometimes accentuated by genre conventions and teaching practices” (354). The study prides itself on its length (approximately nine years) and its presentation of the subjects as “expert witnesses” of different aspects of college writing. As a result, it devotes a chapter to each, allowing each one “to speak directly to you” (18). Throughout these chapters the researchers close relationships with these subjects is apparent.

* Recently Unilever plunked down $2.3 billion for Slim-Fast — maker of weight management and nutritional products–to compete in the burgeoning market for weight loss products. According to a recent study (RGA-111 Weight Loss Products: Supplements, Foods and Beverages) from Business Communications Co., Norwalk, Conn., an estimated 40 million Americans are classified as obese. About $240 billion per year is spent for the treatment of obesity-related conditions, such as heart disease, diabetes, stroke and high blood pressure. The weight loss market for food and beverages is expected to increase at an annual compounded growth rate of 3.7% for the next four years, reaching $17.5 billion by 2004.

In recent years, they are told to add exercise while they restrict calories, especially calories from fat. Ask anyone struggling with a serious weight loss issue, and it still adds up to the same thing.cut back, avoid food, deprive yourself.

First step after an indirect lending transaction: Get new members attention. In some business sectors, it seems to be an occupational hazard to confuse products with customers, or at least to treat them interchangeably. Consider the example of a sandwich shop employee announcing orders ready for pickup by calling, “OK, whos the ham and Swiss? Whos the Italian sub, no mayo?” The frustrating tendency of these new members to ignore invitations to take full advantage of their membership has resulted in some credit unions getting out of the indirect business altogether or at least shelving marketing efforts that focus on these borrowers. But others continue to experiment in search of effective ways to welcome these new members into the credit union fold.
Automobile financing could be the next subprime mortgage crisis. Underwriters used to finance cars and trucks for three years, but since the 1970s the length of the loans has crept up to four, five or six years. Now seven-year auto loans are commonplace, much like 30-year home mortgages have slowly but surely replaced traditional 15-year mortgages during the last few decades. In retrospect, pundits said consumers were buying homes beyond their means. How long until the drive-a-car-that-equals-your-salary bubble bursts?
BOSTON–(BUSINESS WIRE)–Aug. 22, 1997– BankBoston (NYSE:BKB) today announced that it is exiting the indirect auto loan business to focus on other core businesses including commercial lending to auto dealers. Indirect auto loans are loans that are offered to consumers through auto dealers. BankBoston will exit this business by Oct. 31, 1997. In order to best service our customers and provide shareholder value, we will continue to focus our resources on businesses that meet our financial performance requirements. Given the economics, it made sense to exit this business, said James Cosman, executive director, Consumer Finance. The decision to exit the indirect auto loan business will affect 57 BankBoston employees located in the Dedham, Mass. office. These employees will have an opportunity to seek other employment within the bank. Those employees not placed elsewhere in the bank will be eligible for BankBostons highly regarded Transition Assistance program (TAP). TAP provides employees with many levels of assistance, including starting a small business and transitional salaried employment at non-competitors and non-profit organizations.

The Bureau of Justice Statistics released a report on improving criminal history records for background checks.
Background checks are becoming increasingly important in the hiring process. Some employers run credit checks on their employees. Many run criminal background checks, particularly for employees in sensitive positions, who work with, for instance, children or money. The problem with doing background checks is that they can take several days to get information, placing employers in the awkward position of giving conditional job offers, contingent on passing a background check.
Less than a decade ago, only 51 percent of employers conducted background checks on applicants, according to research released this month by the Society for Human Resource Management. Today, 96 percent of employers do so, and the practice is as prevalent among small and medium-sized companies as it is among large companies. As technology develops, background checking may become even easier for employers, particularly as more record holders create Internet-friendly databases that employers can refer to easily. For example, the Social Security Administration is piloting an Internet program that enables same-day or next-day verification of a persons name and Social Security number. This in turn could open up new channels of background checking, since Social Security numbers can serve as a gateway to other vital information.

Contemporary criminal law. (bundled with The Concise dictionary of crime and justice, by Mark S. Davis)
Utahs criminal libel law, which was struck down by the Utah Supreme Court five years ago because it was unconstitutional and overly broad, needs to be repealed. It would, admittedly, appear self-serving for a newspaper to advocate repealing a libel law. Our concern is on several levels, however. However, the U.S. Supreme Court in 1964 held that to hold the statement defamatory, it must be false and the person making it must know its false or have a “reckless disregard” for whether its true or not. The high court ruling rendered Utahs law unconstitutional, the state Supreme Court ruled.
Criminal Law: The Basics, Frank A. Schubert, Roxbury Publishing, Los Angeles, California, 2004. Chapters 1 and 2 lay the foundation for why American criminal law is designed as it is, along with its origins and limitations. The theme that runs throughout the first two chapters deals with the similarities and differences between American law and English common law and why American jurisprudence is decentralized primarily to the states instead of centralized into a national government.

GuitarReferences to guitar-like instruments date back many centuries, and virtually every society throughout history has been found to have used a variation of the instrument. The forerunner of todays guitars were single-string bows developed during early human history. In sections of Asia and Africa, bows of this type have been unearthed in archaeological digs of ancient civilizations. Interestingly, one of these discoveries included an ancient Hittite carvingdating back more than 3,000 yearsthat depicted an instrument bearing many of the same features of todays guitar: the curves of the body, a flat top with an incurred arc of five sound holes on either side, and a long fretted neck that ran the entire length of the body.

Across the nation libraries are in trouble: not enough money; facing a personnel shortage; low pay for library staff because their value is not clearly understood, etc. * Make sure everyone is greeted with a smile and cheerful presence, be it in person or on the phone. * Consider adapting the Wal-Mart concept of a greeter.

Morgan D. (1996). The principles of hypnotherapy. Bradford UK: Eilidon Press. The book is divided into three parts. Part A consisting of 9 chapters covers foundational material on systems theory and how that can be applied to organic systems and to hypnosis. It discusses positive feedback loops that amplify the process and negative feedback loops that subdue the process. Positive feedback amplification can be either beneficial or harmful depending on whether increasing the effect is desired, while negative feedback calming can be either beneficial or harmful depending on whether decreasing the effect is desired. Morgan focuses on the activity of a system, the activity of its component subsystems, or the activity of the supersystem of which the system is a component. His main theoretical focus is on whether the activity of the system is increasing, decreasing, or staying the same, as other components change in specified ways. Hypnosis is described in systems terms, not as a “state,” but rather in terms of what system or subsystem components are changed, either increased or decreased, during trance induction, deepening, maintenance, trance work, and termination. He uses simple symbols to represent activities in quasi-mathematical style, which is helpful. Some of the letter symbols are used for different activities in different parts of the book. It would have been easier to follow if given letter symbols had been used more consistently to represent single specific activities. Some of his textual references to others publications are found in the bibliography at the end of the book, but some are unfortunately not present in the bibliography. He goes through common hypnotic tests in Chapter 8 and inductions in Chapter 9 explaining them in systems terms. This does produce some greater conceptual clarity with respect to subsystem component activities during hypnosis. Part B consisting of 6 chapters is the central discussion on what the systems approach can teach us about hypnotherapy. Chapter 10 discusses the matter of diagnosis in systems terms looking at precursors, problems, and resultants, and how they change with respect to one another. Chapter 11 focuses on positive and negative feedback loops in organic systems including behavioral, emotive, and cognitive. The vicious circle is a positive feedback loop with harmful consequences. Thinking in systems terms may make needed changes clearer to the therapist. Chapter 12 looks at the consequences of symptom reduction. The remaining three chapters in this part examine making changes by choosing the appropriate positive feedback loops to amplify desired effects and the appropriate negative feedback loops to quiet undesired effects, planning the changes, and reinforcing the changes by selecting natural reinforces.
Twelve consecutive women with FHA were selected and received a single 45- to 70-minute session of hypnotherapy. The patients were observed for 12 weeks. They were asked whether or not menstruation resumed and whether or not well-being and self-confidence changed. Within the 12 weeks, 9 out of 12 patients (75%) resumed menstruation. all of the patients, including those who did not menstruate, reported several beneficial side effects such as increased general well-being and increased self-confidence. The authors concluded that hypnotherapy could be an efficacious and time-saving treatment option that also avoids the pitfalls of pharmacological modalities for women with FHA. ACCOUNTS RECEIVABLE MAKING COLLECTIONS Just as theres an art of the sale, there is an art of the collection. In an ideal world, a companys accounts receivable collections would coincide with the firms accounts payable schedule. But there are many outside factors working against timely payments, some of which are beyond the control of even the most efficient of collection systems. Seasonal demands, vendor shortages, stock market fluctuations, and other economic indicators can all contribute to a clients inability to pay bills in a timely fashion. Recognizing those factors, and learning to make business plans with them in mind, can make a big difference in establishing a solid accounts receivable system for your business.By looking at receipts from past billing cycles, it is often possible to detect recurring cash flow problems with some clients, and to plan accordingly. Small business owners need to examine clients on a case-by-case basis, of course. In some instances, the debtor company may simply have an inattentive sales force or accounts payable department that needs repeated prodding to make its payment obligations. But in other cases, the debtor company may simply need a little more time to make good on its financial obligations. In many instances, it is in the best interests of the creditor company to cut such establishments a little slack. After all, a business that is owed money by a company that files for bankruptcy protection is likely to see very little of it, whereas a well-managed business that is given the chance to grow and prosper can develop into a valued long-term client.
Accounts receivable management best practices.
Quick, whats the largest asset on your balance sheet? Almost certainly its accounts receivable. Many physicians fail to realize that, and many fail to appreciate that aggressive management of accounts receivable is key to any practices financial success, particularly in the current tight-money practice environment. Collecting balances due has always been a problem for physicians. After all, as Ive pointed out many times, most of us receive woefully deficient business training, if we get any at all. This is, of course, easier said than done. The traditional advice for minimizing accounts receivable has always been that any amount collectable at the time of service should be collected. But some patients inevitably brandish the old I forgot my checkbook excuse and escape without paying. And some fees, in particular the patient-owed portion of most insurance plans, are difficult if not impossible to calculate at the time of service and must be billed later.

The joys of flying on your birthday have been much discussed in this column: cakes, champagne and even upgrades can be laid on for the celebrant. But Kate Thorman of Oxford found that becoming 12 provided her with a Catch-22 problem. “So, on the one hand Kate is old enough to pay the adult fare, but on the other hand she is too young to travel without a paid escort,” says her exasperated father. At this point, Mr Thorman gave up and booked with another airline; then poor Kate found her birthday flight delayed by four hours at Birmingham airport. “Come back, Gorbachev, all is forgiven,” pleads Philip Robinson of Sheffield. “The last time I visited my friend in Minsk, this city was in the USSR. I flew to Moscow, took a train to Minsk, and all was well.”

Fishing is one of the branches that contribute very little to the total economic activity in Slovenia. In 2006 the value added in the fishing sector totalled EUR 4.3 m, which corresponds to 0.02% of the economys total value added. According to the labour force survey, the industry employed 245 persons. Another 208 workers were employed in processing fish products. Both figures together represent a 0.05% share of all employed persons. The activity is most prominent in the Obalno-kraska region. The decline was the result of a smaller marine catch and farming. The marine catch and farming amounted to 1,126 tonnes (9.8% less than a year ago). Within that, 933 tonnes of animals were caught (down 8.6% from 2005), while 193 tonnes were farmed (down 15.0%). The total quantity of fish obtained from the sea declined; the quantity of molluscs dropped even more. The latter increased rapidly in previous years and accounted for 23.4% of all aquatic animals caught or farmed in the sea in 2005, but its share contracted to 20.0% in 2006. The quantity of aquatic animals bred in fresh waters totalled 1,174 tonnes (up 4.8% from 2005). This equalled 51% of total catch and farming of aquatic animals (47% in 2005, 9% in 1990). This share has been increasing with the expansion of freshwater breeding and, more importantly, the decline in the sea catch. Slovenia has many high-quality fresh water sources, and therefore ample possibilities for further expansion of fish farming The total quantity of aquatic animals has also been declining in the EU-25 on average. In 2005 EU countries caught and farmed 15% fewer aquatic animals than in 2000, while the decrease in Slovenia was 9%. Cyprus and Denmark recorded the largest drops (94% and 40%). Decreases were also registered in the neighbouring Austria and Italy (by 15% and 8%). On the other hand, some countries posted relatively high gains, e.g. Lithuania (75%), Germany (22%) and Hungary (6%). Croatia also enjoyed a high increase (by 75%; see graph).

IN ALGERIA, Souad and Sherif Gasmi were able to stand on their own feet. They earned enough for a comfortable life, spending their money not only on their children, but also on their parents and a wide circle of nieces and nephews. They had no need of handouts. Mrs Gasmi, now 35, studied for years to qualify as a dentist. Her husband ran a childrens clothes shop. But, in a country crying out for qualified professionals, it is illegal for this well-educated couple to earn a living. They are asylum-seekers, and, as such, are forbidden to work. Instead, the British taxpayer gives the Gasmis pounds 148 every week. They get housing benefit too. Until their asylum application is decided, the state will fund them.

Was the money stolen, he wonders, or did you lose it? On the whole, he thinks we lost it: `Nothing crooked - just bad luck and bad brains met together in an effort to do something that couldnt be done in the first place. In soaring markets (in the 1920s, which he saw at first hand, or the 1990s) everything seems possible, and we settle down, like the Red Queen, to believe six impossible things before breakfast. If we believe in wonders, we are prepared to believe the wonder-workers. After all, we want to. Only when the illusion is shattered do we want to take their yachts away.
The Museum of Yachting at Newport, Rhode Island, has added another vintage yacht to its fleet. On 28 June the fully-restored cutter Hawk, designed in 1948 by Knud Reimers, sailed across a few miles of lower Narragansett Bay from the Jamestown Boat Yard. After a long career of being stored at various boat yards, her owners Clem Napolitano, Stephen Devoe and Chris Otorowski of the Jamestown Boat Yard gave Hawk to the Museum.

In the end, the story of Digital Video Express and its Divx technology was much ado about nothing. Introduced to retail barely one year ago, Divx fanned the fury of competitors in the industry, raised the ire of early adopters, fueled a format war among DVD platforms and added to consumer confusion during the new product rollout. But after all was said and done, Divx simply ended in a puff of smoke. As for the other retailers who signed on to Divx, how they get rid of merchandise is up to them and manufacturers, said Josh Dare, Divx spokesman. While retailers were receiving software directly from Digital Video Express, hardware was supplied by manufacturers and individual contractual agreements will likely apply.
We believe that manufacturing DVD players with the Divx feature gives our customers more versatility while broadening the choices available in DVD technology, Exec. Vp.-COO Harry Elias said. Terse statement said JVC will manufacture own Divx players for sale through authorized JVC dealer network. With JVCs endorsement, Divx officials have made good on prediction that additional hardware and software support was expected before national launch next summer. Hitachi is known to be studying possible Divx endorsement, but officials said immediately after CES that they hadnt made decision yet.
DivX Inc (Nasdaq:DIVX), the company which created the DivX video compression technology, and Aricent, a communications software company, announced on Friday (31 August) a partnership for porting and optimizing DivX video products onto various mobile platforms for device manufacturers worldwide. The collaboration with Aricent allows DivX to extend its value into the product development process to guarantee seamless integration of the DivX media solution into products and services of the companys partners, DivX said.

PROVO — Let it glow, let it glow, let it glow. Thats the version of a popular Christmas tune a Utah County company is singing as the holiday approaches. The reason for the cheer? A growing interest in glowing lawn decorations without the inflated electricity bill. “Even my mother-in-law, who is a really hard sell, is totally excited about these,” said Clay DeGraff, who helps operate the company Solar Celebrations, which markets Holiday Heads.
DUBLIN, Ireland — In only five years, Chinas solar lights industry has grown from a limited line of decorative outdoor lights to functional lighting designed for use in gardens, lawns, yards, parks and roads. Typical high-end solar lights from China have a mix of imported components — solar cells processed in-house into solar panels and batteries — and locally sourced LEDs and housing materials. Active RD, maturing production technology and readily available components and raw materials now allow makers to keep up with strong and increasing demand.

Miniature masterpieces Miniature masterpieces of painting, sculpture and pottery will be on display at the 50 Penn Place Gallery Saturday with a free reception from 6 until 8 p.m. The gallery is on the third retail level. Bill Thurman bows out Making his farewell appearance before Executive Women International, William G. Thurman (thats Bill in the bow tie, of course) talked on “Medicine in the Media — Fact vs. Fiction.” While the subject was serious, it was presented with his wry sense of humor. Pointing out that few people listen to their doctors, he said most folks are influenced by medical news they hear on television and radio or read in newspapers, magazines and tabloids. “Newspapers are the worst about medicine,” he said, apologizing to newspaper representatives in the audience, “and, fortunately, the tabloids dont pick on medical information. Magazines and TV are bothering us (in medicine), especially those like Better Homes and Gardens and McCalls. For some reason, patients are convinced that what they read is true. “When there are problems (in medicine), the wire services often are purposefully provocative,” he continued, citing conflicting stories, the speed of communications, translation and choice of “experts” as examples of problems. “This confuses the patient,” he said. Bill listed as examples of “scare medical stories” the 1959 cranberries, “killer” hot dogs, saccharin, hair dyes, Tris (infant sleepwear), Love Canal, high voltage wires, toxic teeth and asbestos. “Oh, the cellular phones,” he said with a wry smile as a cellphone rang in someones pocket. The Alar pesticide in apples caused a big scare,” said Bill explaining that it would take an average of 38,000 quarts of apple juice over a two-year period to develop cancer. He also said that the average child probably would be struck by lightning before suffering illness from asbestos and that theres no sign yet that cell phones cause cancer. Thurman has just retired as president and executive director of the Oklahoma Medical Research Foundation but will continue to practice here as an oncology pediatrician, as well as in his summer home in Washington state. J. Donald Capra is the new president and executive director and will be the Foundations representative to EWIs Oklahoma City chapter. Harvest Food Festival Bring a can of food — or several — and join the festivities of the Oklahoma City Food Banks Harvest Food Drive Cans Festival on Saturday. From 8 a.m. until noon at Penn Square, guests will watch 20 businesses and schools join to assemble giant sculptures created with canned food. Children may have their faces painted downstairs by the Cans Sculpture activities. The can sculptures will remain on display until Nov. 9. Last year, the Cans Festival raised a record 64,000 pounds of food. Area Boy and Girl Scouts are distributing plastic bags with flyers to homes and apartments in the area on Nov. 8, and will pick them up — hopefully filled with non-perishable canned goods — at 8 a.m. Nov. 15. A PATENTLY PERFECT PROFESSION Still, another option intrigued her-a law career. “I decided I wanted an entire change,” says Feeman, now a patent lawyer for the Silicon Valley law firm Howrey Simon. At the time Feeman looked at the move not as the next step in her engineering career but as a clean break, she says. In fact, she hadnt even planned on specializing in patent law, a route commonly taken by engineers because it allows them to apply their technical skills to the law. Feeman initially preferred more “touchy-feely” law and viewed patent law as merely a fall-back option. As a student at Boston College Law School, she developed a passion for civil rights and public interest work, and outside the classroom became involved in the petition process to get clemency for some battered women who had murdered their husbands.

As the mirage of zero-cost transactions and endless customers from afar vanishes with the dotcom bust, distributors have begun to wonder if the pressure to evolve an Internet-based solution has also begun to recede. Over the past decade, traditional selling has become more difficult as the typical customer transformed in response to the dramatic reduction in the workforce. As the numbers of people performing business functions declined, a typical purchasing agents activities exploded. Gone were the clays of simply making phone calls, mailing RFQs, and studying pages of comparative prices. With more tasks to perform buyers become harder to reach and have far less time to listen to a sales presentation — even for key product lines. Theyve become smarter, more mindful of cost-effectiveness, and far more ready to demand special services such as customized specs in all product categories, JIT delivery, planned inventory, special training, and round-the-clock technical support while seeking to reduce the total number of suppliers.
E-commerce today is enjoying the fastest growth rate of any business sector because, among other things, it is fast, convenient and cost-effective! Consider just a couple of examples I heard a consultant from Arthur D. Little present recently on CNBC: 1) A typical banking transaction, which costs one dollar, will only cost one cent when conducted over the Internet! 2) A typical brokers transaction, which costs $150, will only cost $6 when conducted over the Internet! Do you wonder why e-commerce, which is a direct result of Internet marketing, is experiencing explosive growth?
EXECUTIVE SUMMARY: The Internet presents both opportunities and challenges for marketers of healthcare products. An advocate for the medium argues for its increasing value in a comprehensive media mix, offers advice on how to make programs more productive, and cautions on Internet pitfalls. A similar, dramatic increase is occurring in Internet advertising. For all industries, including pharmaceuticals, total 1997 online revenues reached $1 billion. The Internet Advertising Bureau projects this figure rising to $2 billion in 1998, $5 billion in the year 2000, and $9 billion by 2002.

Back in 1996, when I first became editor of Library Administrators Digest, I looked over the latest issue of PLAs Public Library Data Service Statistical Report to see how directors were doing as far as salary compensation was concerned. (This of course was not total compensation in many cases, since it doesnt include things like car allowances, retirement contributions, deferred compensation or bonuses.) Anyway, at that time there were relatively few salaries exceeding $100,000 - maybe half a dozen or so. As might be expected, and has been true for many years, if you want to make a big salary, locate in California, suburban Chicago or Long Island. Of course, these are pretty much all expensive places to live, especially for housing. Especially California. I note that one library director of a library serving only 3,800 people in California has a salary of more than $80K. Thats in City of Commerce, which I picture as having a lot of businesses and/or hotels, and few houses. So the taxes flow easily, eh? However, I think my previous research probably still holds true: if you factor in the cost of living, the highest salary paid a library director is that of Charlotte and Mecklenburg County in North Carolina. About $150K. No wonder Charles Brown left Hennepin County for Charlotte. I understand there is, or was, some stupid regulation in Minnesota that no public official could be paid more than the governor. Wonder whether thats still true.
But the situation is even worse than this, because. inflation does not and cannot affect everyone evenly. Some suffer more than others. The poor are usually more heavily taxed by inflation, in percentage terms, than the rich, for they do not have the same means of protecting themselves by speculative purchases of real equities. Inflation is a kind of tax that is out of control of the tax authorities. It strikes wantonly in all directions. The rate of tax imposed by inflation is not a fixed one: it cannot be determined in advance.. Like every other tax, inflation acts to determine the individual and business policies we are all forced to follow. It discourages all prudence and thrift. It encourages squandering, gambling, reckless waste of all kinds. It often makes it more profitable to speculate than to produce. It tears apart the whole fabric of stable economic relationships. Its inexcusable injustices drive men toward desperate remedies. It plants the seeds of fascism and communism. It leads men to demand totalitarian controls. It ends invariably in bitter disillusion and collapse. Henry Hazlitt Economics in One Lesson (1979 ed.)
4.1 The inflation outlook CPI-ATE inflation is projected at 21/a% in 2002, 2% in 2003 and 2 1/4% in 2004.1 CPI-ATE inflation may fall to 1 3/4% next summer. Thereafter, inflation is projected to edge up. At the end of 2004, inflation is projected at 22%. However, the annual rise in 2004 may be somewhat lower than this as a result of a lower rate of increase at the beginning of the year. CPI inflation is being temporarily restrained this year by lower excise duties and low energy prices in the first halfyear. CPI inflation is projected at 1 1/4% in 2002. Both oil prices and electricity prices showed a higher-than-expected rise through the summer. Measured in USD, oil prices are now around 35% higher than one year earlier. Our projections are based on the assumption of a gradual decline in oil prices, although the high level of oil prices is still expected to have an impact on consumer prices. The first-round effects will be to push up prices for petroleum products. This will be followed by indirect effects, such as higher transport prices, which will also exert some upward pressure on CPI-ATE inflation.

International family law; an introduction.
How does it work? Lets compare it with a typical scenario. Mom and Dad are getting a divorce, and they cant agree on anything. Each of them goes to a lawyer to find out what their rights and obligations are. First, the lawyers explain the law, and then send them to mediation to see what they can settle. Mediation is unsuccessful, and the parents go back to the lawyers. Second, the lawyers try negotiating between themselves, but still cant resolve the issues. So, the lawyers launch into the third stage — the litigation process. They hold examinations for discovery and may bring interim court applications. Both sides may hire experts to support their positions. They line up the witnesses, and everyone heads down to the courthouse. There, a judge hears about the family for a few hours or a few days, and makes a decision everyone has to live with for the rest of their lives. The litigation process is expensive, time-consuming, and emotionally draining, with no guarantee that either party will be happy with the outcome. In CFL, the process stops short of the litigation stage — both parties and their lawyers sign a written contract confirming that none of them will go to court under any circumstances. They must negotiate their own settlement. Instead of using their resources to do battle against one another, they jointly hire a team of experts to help them solve their problems. Mom and Dad may meet with a therapist to help them put aside the emotional issues of the divorce. The therapist may work on improving their communication skills so that meetings are more productive. Mom and Dad may also hire a child specialist to identify their childrens needs, and help them build a parenting plan that meets those needs. Mom and Dad both agree to make full financial disclosure, and they may hire a financial planner to help them sort out the dollars and cents of their divorce. The financial planner might present budget alternatives, or present a range of financial planning alternatives. All these experts are neutral third parties and do not favour one side over the other. The lawyers serve several functions in the CFL process. They must make sure each client sticks to the contract and negotiates in good faith. For example, if one learns that his/her client is withholding information, he or she must advise the other side that the process is at an end (to preserve solicitor-client privilege, they reveal no details of the problem). The lawyers also supervise the process, and coordinate the joint hiring of the third party experts. They set the agenda for the four-way meetings with the other party. They familiarize themselves with their own clients needs and fears, and give him or her independent legal advice. When the process is successful, they write up the terms of the negotiated settlement.
Simply put, the intention of this legal reform is to simplify the law and to improve accessibility for all by streamlining procedures in response to the public. Alberta Justice, through its Family Law Reform Project, initiated a review of all provincial family laws following a series of public consultations, primarily in Edmonton and Calgary. Family law problems are inherently complicated and in Alberta, in addition to legal issues, procedural issues–both systemic and jurisdictional–have long frustrated efforts to resolve cases. Some family law problems, such as divorce, spousal support, and child support, are matters of federal jurisdiction, governed by the laws of Canada. Others, such as the division of matrimonial property and custody or access orders in non-divorce or common-law situations, are said to be matters of local and provincial concern and are governed by provincial laws. While legislative jurisdiction is a topic that does not really interest anyone other than lawyers, it is something that, in Alberta at least, has confused and frustrated members of the public, since it determines which court deals with which issues. As a rule, matters arising from federal statutes must be dealt with in courts of superior jurisdiction–in Alberta, this is the Court of Queens Bench–while matters arising from provincial legislation are generally, but not exclusively, matters for the lower level provincial courts. For years, the public has had difficulty determining which court is the appropriate court for a particular problem. In addition, there has been significant concern in the past over jurisdictional abuses, including forum shopping and the unnecessary duplication of proceedings in both levels of court. Sometimes this occurs at the initiative of lawyers themselves, but it is also common on the express instruction of clients. Clients unhappy with a lower court decision may want a second kick at the can in the higher level court. Applying for the same or similar relief in a higher level court is a de facto appeal of the lower level decision, without meeting the formal requirements for an appeal in law. While members of the Alberta judiciary frown on it, whether at the behest of lawyers or clients, such conduct has been frustrating to contend with over the years.

THE BROADCASTER Sheena McDonald has undergone plastic surgery to her face after being knocked unconscious by a police van on an emergency call nine days ago, it emerged yesterday. Ms McDonald, 44, received serious head injuries in the accident in Islington, north London. Police declined to comment yesterday on reports that the police van was travelling on the wrong side of the road. It was claimed that it pulled out and overtook a line of stationary cars queued at a red traffic light. A 27-year-old police constable has been suspended from driving duty and an investigation launched as routine.
In regard to the article, Why More Blacks Are Choosing Plastic Surgery (August 2004), I think there is nothing wrong with African-Americans (or anyone else) having plastic surgery if it will help you to feel more confident about your body. I believe that what you decide to do with your body is your business; just know that our bodies are beautiful just as God made them. Remember, beauty begins within your soul!
As in the past, the goal of this Clinic is to describe for out readers surgical techniques and treatments proven to be successful. This feature is expected to be of interest both to the seasoned surgeon and the beginner. The Facial Plastic Surgery Clinic will feature color photographs and illustrations. It will offer the opportunity to all otolaryngologists and plastic surgeons who have mastered a unique technique or found a better way to solve a problem to submit their ideas to this Clinic, to demonstrate them to their colleagues. I welcome Dr. Mobley to the ENT JOURNAL and look forward to the continuing success of the Facial Plastic Surgery Clinic.
